Should a “new social state” insure tech risks?
You discuss how some known risks are increasing or decreasing. However I’m wondering if new type of risks, emerging with tech, should be considered as well. Let us call that “distruption risk” : what about truck drivers who lose their job overnight — not because they’re fired or because their employers goes bankrupt, but because their whole profession disappears with self-driving trucks. This looks like a risk of a different nature, scale and velocity compared to the risks insured by the Fordist state. Should that be covered in the new institutions you’re calling for?
